Suggestion
Emergency services, located at the corner of Stella & Pantano, uses Stella to respond to calls. The middle lane should be maintained for their safety & response time. That should be the highest priority. There is currently very little street side parking taking place along Stella, so that should be the lowest priority.
I believe a plan that keeps the center lane is best. Street side parking MAY be needed at the schools (twice a day, when school is in session). Maybe a hybrid plan is called for.
